A Plan of Management is an overarching document that guides the use and management of community land. It outlines what the community values about the place, its current and future uses and how it will be managed, maintained and improved in future. 

The Local Government Act 1993 and Crown Land Management Act 2016 mandate that a Plan of Management must be prepared for all community land.

Following the introduction of the Crown Land Management Act 2016, the existing Balmoral Plan of Management and the Bathers’ Pavilion Plan of Management no longer meet legislative requirements for plans of management. To ensure compliance with statutory requirements and to respond to Mosman's changing recreational needs, Council has prepared the draft Balmoral Reserves plan of management.

The study area for the new Balmoral Plan of Management is majority Crown land which is managed by Council, and some small areas of Council owned community land.

Yes. You are invited to provide feedback on the draft Balmoral Reserves Plan of Management.

Have your say about the public open spaces at Balmoral reserves by:

1. Completing the online survey.
2. Email to council@mosman.nsw.gov.au
3. Attending a community drop-in session at Mosman Civic Centre. Community drop-in sessions will be held on Thursday, 6th of March and Thursday, 20th March.

At the end of the consultation period, all submissions will be reviewed and considered in the finalisation of the draft Balmoral Reserves Plan of Management. 

The final draft Plan of Management will then be referred to a Council meeting with a recommendation that Council adopt the draft Plan.
