Consultation has concluded

Council resolved to place three draft Development Control Plans on public exhibition.

Mosman’s Development Control Plans (DCPs) provide detailed planning and design controls to supplement the provisions of Mosman Local Environmental Plan 2012. The three DCPs are: 

  • Mosman Residential DCP 
  • Mosman Business Centres DCP  
  • Mosman Open Space and Infrastructure DCP 

Council is proposing to amend the DCPs to make a series of housekeeping amendments and implement the actions of Council’s endorsed Local Housing Strategy relating to adaptable housing and universal design.

Housekeeping amendments

The housekeeping amendments are relatively minor in nature and primarily update the DCPs to ensure their alignment with recent changes to NSW planning legislation and policy, and to correct errors, omissions or provide clarity of content.

Adaptable housing and universal design amendments

The Mosman Local Housing Strategy identifies adaptable housing as an emerging supply gap within the Mosman local government area and highlights ageing in place as an important community concern. The Mosman Positive Ageing Framework identifies several areas for improvement in respect of housing, one being the inclusion of accessible and universal design in new and renovated developments.

Universal housing design is housing that is designed and built to meet the changing needs of occupants across their lifetime and includes key features that make them easier and safer to use for all occupants including: people with disability, older people, people with temporary injuries and families with young children. Universal housing design is easy to enter, easy to navigate in and around, capable of easy and cost-effective adaptation and responsive to the change needs of home occupants.

The actions of Council’s endorsed Local Housing Strategy require council to review the planning controls in Mosman’s DCPs for adaptable housing and universal design to ensure best practice to meet the housing needs of older residents and facilitate ageing in place. To address this action, Council is proposing to amend Part 5.11 of the Residential DCP and Part 6.3 of the Business Centres DCP to:

  1. increase the required proportion of adaptable housing designed in accordance with Australian Standard AS 4299: 1995 Adaptable Housing from 10% to 20% of dwellings within multiple dwelling developments containing 5 or more dwellings, and
  2. introduce a new provision requiring that all dwellings in any new mixed use and multiple dwelling development (including dual occupancy) are to meet or exceed the Liveable Housing Design Guidelines Silver Level universal design features.

How to make a submission 

The draft Development Control Plans were on public exhibition from 18 October to 15 November 2023.

Submissions were invited during this period by:

  1. Completing the online survey below, or
  2. Emailing council@mosman.nsw.gov.au.

All submissions will be available for inspection on Council’s document management system and website under Council’s Access to Information Policy.
